Mayor Chris D’Amario was elected in 2007 to serve his third 4 year term. Town Council Members Todd Benner was appointed to his current seat on the Manchester Town Council in 2007 to fill the remainder of former council member Kathleen Clagg's term, which expires in 2009. Dan Riley was appointed to his current seat on the Manchester Town Council in 2007 to fill the remainder of former council member Stephen Bankert's term, which expires in 2009. He has served three terms on the council: one during the 1970s and two consecutive terms from 1997 to 2005. David Richardson was elected in May of 2007 to his first term on the Manchester Town Council. Ryan Warner is currently serving his third term on the Manchester Town Council after being first elected to his seat in 1999. Dale Wilder is currently serving his second four-year term after being elected to his most recent term in 2005. Manchester Police Department The Manchester Police Department is committed to a proactive, integrated concept of policing involving traditional patrol techniques in conjunction with community oriented policing concepts. Even though the Manchester Police Department is the smallest agency in Carroll County, Manchester enjoys one of the lowest crime rates. The Police Department is dedicated to providing the best possible service with available resources and to keep pace with the growth of our community. The Manchester Police Department offers services such as Residential and Commercial Crime Prevention surveys. For commercial surveys, contact Chief Gerald Gall or PRC Eric Immler. For Residential Surveys contact either PFC Aimee Baker or PFC Immler. The North Carroll Auxiliary Police is an important part of the Police Department. The Auxiliary Police is comprised of volunteers who assist the Police Department by patrolling neighborhoods and businesses, with traffic control, and at special events. The Auxiliary operates primarily on donations from the community as a whole. The Police Department is always willing to listen to the needs and concerns of the citizens. Manchester Volunteer Fire Department The Manchester Volunteer Fire Department was organized in 1885 by a group of private citizens and business owners from the Manchester area. The first firehouse was located in the Manchester Academy Building on York Street, which is now occupied by the Manchester Elementary School. In 1898, the Fire Company moved to its present site on Main Street. On June 21, 1921, the firehouse and its adjoining buildings were destroyed by fire, which lead to the construction of a new firehouse on the same site. Completed in 1925, the building is still used today, with its most recent addition having been completed in 1985. In 1922, the Fire Company proudly welcomed its first piece of motorized fire apparatus, a Stutz fire engine equipped with a chemical tank costing $7,000. Over the years, the Fire Company has added to its resources. Throughout the year, the Fire Company holds various fund-raising events such as the annual carnival, Manchester Day, a 3-act comedy play, dances and feeds. Proceeds from these events are used to purchase and maintain emergency equipment. The Fire Company also receives a tremendous amount of on-going support from the Ladies Auxiliary Company, which also hosts events and activates that benefit the Fire Company. Membership in the Fire Company is open to anyone 16 years of age or older. For youths 12-15, the Junior Fire Company provides an excellent education experience for those interested in becoming professional or volunteer firefighters. North Carroll Public Library Located at 2255 Hanover Pike in Greenmount, the Carroll County Public Library is dedicated to providing adults and children with information ad resources that support lifelong learning and enjoyment. The library provides a broad range of material in a variety of print and non-print formats, including books, magazines, pamphlets, video and audio cassettes, compact disks, and books on cassette. The North Carroll branch offers a variety of children’s activities and events throughout the year, including, Storytimes, Crafts, Films, Music, Entertainment, an more.
